According to an announcement by the Ministry of Environment and Energy, the application process for the “Energy Efficiency at Home II” program will reopen according to the following schedule:
This is a co-financed program that provides incentives to citizens in order to improve the energy efficiency of their homes, saving both money and energy while increasing the property’s value.
An eligible residence includes a single-family house, an entire apartment building, or an individual apartment that meets the following criteria:

In the last category, only interest rate subsidy is granted.
The eligible budget per beneficiary cannot exceed €250/m² of the residence’s usable area as determined by the Energy Performance Certificate (EPC), with a maximum of €25,000 including VAT.
The following costs are also 100% covered by the program:
Interventions may be financed either with personal funds or through a loan with 100% interest rate subsidy, lasting 4/5/6 years, with or without a guarantor, no property lien, the possibility of early repayment without penalties, and direct payment of suppliers/contractors through the bank without the citizen’s involvement. Upon approval in the program, there is an option for a 70% advance on the requested loan amount.
The available resources from the NSRF 2014-2020 amount to approximately 241 million euros, while the total budget of the program, including private funds, is expected to reach 400 million euros. According to sources from the Ministry of Economy and Development, the beneficiaries are expected to approach 40,000 residences. The application process will be conducted through an electronic platform. This will ensure the monitoring of the application progress by all parties involved, including citizens. Therefore, applicants should be prepared to submit their applications with the required documentation as soon as the system opens. Applicants will be able to submit applications until the allocated funds for each Region are exhausted. Practically, this means the electronic submission platform will close immediately once the funds run out. “In this way, the major problem inherited from previous governments—of pending approved applications that were not funded due to lack of secured funds—will be avoided.”
