The “Energy Efficiency at Home II” program has been officially announced, and on the 23rd of the month (for the Attica region), the online platform will open, allowing all interested homeowners to submit their applications electronically. The program applies to the entire country, and according to the joint ministerial decision, the application start dates by region are as follows:
The maximum eligible budget for improvement works is up to €250 per square meter of the residence, with an upper limit of €25,000. This means that a 100 m² home can be funded—through a grant, an interest-free loan, or a combination of both—up to €25,000. A 60 m² home would be eligible for support of €15,000.
Grant rates reach up to 70% and are scaled according to income level—meaning the lower the income, the higher the subsidy rate. Additionally, the number of dependent family members plays an important role: the more dependents you have, the higher the subsidy percentage you may qualify for.
The available resources from the 2014–2020 NSRF amount to approximately €241 million, while the total budget of the program, including private funds, is expected to reach €400 million. According to sources from the Ministry of Economy and Development, the number of beneficiaries is expected to reach around 40,000 households. The application process will be carried out through an online platform. This ensures that the progress of each application can be monitored by all involved parties, including the applicants themselves. Therefore, interested individuals must be prepared to submit their application along with the required documents as soon as the platform opens. Applications may be submitted until the allocated regional funds are fully utilized. In practice, this means the online submission platform will automatically close once the available funds are exhausted. “This approach will prevent the major issue inherited from previous governments—pending approved applications that remained unfunded due to insufficient secured resources.”
I have the additional amount beyond the subsidy and I don’t want to get involved with bank loans—will I be able to join?
Yes, because unlike the previous version of the program, in the new “Energy Efficiency at Home II,” taking out a loan from a bank is not mandatory. This allows interested homeowners to use their own funds, in combination with the subsidy, to cover the total budget of eligible expenses.
I have two residences—can I receive funding for both?
No, only one application per applicant will be allowed, except in the case of a collective application submitted by all the owners of an apartment building.
Energy inspector
A necessary requirement for inclusion in the program is the completion of an energy inspection by a certified Energy Inspector, who will issue the required Energy Performance Certificate. The interventions will then be selected based on the findings/results of the inspection, aiming to achieve the greatest possible energy savings and improvement in the energy efficiency of the home. Specifically, incomes up to €25,000 must achieve primary energy savings greater than 40% of the consumption (kWh/m²) of the reference building for Categories 1 and 2. All other categories must achieve primary energy savings greater than 70% of the consumption (kWh/m²) of the reference building for their respective categories.
After the interventions are completed, a second energy inspection will be carried out to verify whether the set targets have been met, and thus determine the corresponding grant amount. The program also covers the cost of both the initial and final energy inspections.
